Mr. De La Rosa is the founder and president of E. J. De La Rosa & Co., Inc. He is the architect of the firm’s California focus and its commitment to serving the developmental objectives of its public and private sector clients. De La Rosa is one of the leading underwriters of California municipal bonds.
Mr. De La Rosa has been a California public finance banker since 1983. During De La Rosa’s growth years, Mr. De La Rosa developed the firm’s practice with California cities, redevelopment agencies, special districts, and transportation authorities. From that original base of business, Mr. De La Rosa expanded the firm’s financing activities with large issuers facing complex challenges, including the State of California and numerous public utilities. Mr. De La Rosa has recently led the firm’s entry into short-term asset management and derivative financial products.
Mr. De La Rosa is committed to the quality of service and business ethics of investment banking firms serving both private companies and public governments. He served two terms on the Professional Qualifications Advisory Committee of the Municipal Securities Rulemaking Board. In that capacity, he set standards of professional qualification for investment bankers and bond brokers who finance private and public purpose projects. Mr. De La Rosa also served two terms as chairman of the board of directors of the California Public Securities Association.
Mr. De La Rosa believes it is his firm’s responsibility to be a good corporate citizen in California’s diverse communities. To that effect, he founded the E. J. De La Rosa & Co. Charitable Campaign. The campaign is funded annually and provides support for organizations that provide scholarships, voter education, health care services, labor representation, environmental protection, international relief, and services for victims of domestic and sexual violence.
Mr. De La Rosa is married to Elaine F. Tumonis (Yale College ’80), who is a deputy attorney general for the State of California and who has served 15 years, variously, as chair and member of the board of directors of the Los Angeles Commission on Assaults Against Women. Ed and Elaine are the proud parents of their sons Gabriel and Michael.
Mr. De La Rosa holds an MPPM in Management from the Yale School of Management (1981) and a BA in Political Science from the University of California, San Diego (1979). In 2002, Mr. De La Rosa received the Alumni Achievement Award from the Yale School of Management. He currently serves on the Committee for the Poor at St. Martin of Tours Catholic Church in the Brentwood neighborhood of Los Angeles. True to his status as a native Californian, Mr. De La Rosa is a lifelong surfer and he’s a dedicated distance runner.
